It should be pretty easy to implement an account age/status from a modder perspective. You could separate worlds by quest requirements to enter, or guld status, or character age if you wanted to implement that way. For the official CS Shards, we are really really really not fans of pay-to-win mechanics (as evidenced by our backer rewards).
I'm sure quite a few player run worlds will develop large followings. Though it is probably unlikely that they will be running the same lore, mechanics, or systems as the official Citadel clusters.
While we haven't drafted the final licensing agreement for the details on player host shard monetization, we plan on doing so because it is completely reasonable for those who put in the time, effort and money into developing/hosting/ and administering their own worlds to at least have a way to fund it.
There'd be nothing stopping anyone from implementing pay-to-win mechanics for their worlds, but then, who would actually play there.

This is good to know and very interesting. Having a Server and run Mods costs money and it sums up, so it´s natural to charge a small fee for a nice playing experience. No P2W ofc! A friend is already Alpha backer, when can he start modding? I might want to play on his Server a bit and ofc on the Official Server to compare.
Alpha testers will be given access during Pre-Alpha 3 for playtesting. Though I'm not sure that they will have modding capabilities before Alpha. Pre-Alpha admins, have been in for about 2 months, and are actively developing some impressive worlds.
Each pre-alpha admin also receives 5 unique access codes to their server so that they can invite non-backers to play on their servers. So I know a few curious newcomers to the community were able to experience the game without forking any cash over.

will there be a playtest for everyone before the game is released? i mean without buying a key , more like Open-Beta or test-weekend.
