MMO with actual RPG tools?

Hi there,

We all know the old debate about themepark versus sandbox, some of you may also be familiar with online roleplaying tools, like Roll20.net or FantasyGrounds.com , which allow you to have kinda pen&paper feeling in small group. 

My question is: is there any MMORPG around that gives you access to this kind of tools? I mean: a virtual world with thousand of players, cities, mobs etc.  and option for anyone to turns into a gamemaster/storyteller ? Tools for creating quests, private (or public) dungeons etc. ?

 

EDIT: To be more specific, imagine in World of Warcraft if you could create a private instance in Lakeshire, add a murder questline (with custom quests, custom answer from local NPC, some extra mobs...), let your 3 friends investigate all night and end it with some big boss fight in a cave. You as a GameMaster would be able to select mobs difficulty, pop specific quests ("as you pass by the lake, you hear a weak voice..."). Then the whole group goes back to a Stormwind's Inn and talk about this cool adventure with strangers, maybe recruiting new friends for next time!

    Well... I am not truly contributing here, but there is a CORPG that allows some of that... but not enough for your likings me thinks. That would Neverwinter Online. Its a lobby based CORPG that has something called the Foundry. It allows people to literally design their own adventure. You can share it with anyone playing, and if it gets popular the game even recommends it. But it won't allow you to actually run things like a DM. So its very limited that way. It may not be an MMO, but a massive amount of people will have the potential to enjoy what you make at least.

    That's gotta be an option within Second Life.  People have been doing player-run roleplaying of various kinds in there for over a decade, as far as I know.
    I want to help design and develop a PvE-focused, solo-friendly, sandpark MMO which combines crafting, monster hunting, and story.  So PM me if you are starting one.

    Most devs don't even like to answer questions or talk on forums or even fix things,i can't imagine them going out of their way to make tools unless it represents added income.

    My best experience with role playing was in EQ2,without getting into the whole story basically a Husband and wife duo,i talk to his wife,he tosses me the white glove across the face treatment ....it's on  lol.We had fun with it for about an hour.

    You go into purple mode when roleplaying,i have seen several people do it in the past inside eq2 but i have not played in quite some time.

    STO does this as well and its a great feature.

    Funny you mention that, I just opened STO yesterday for the first time in a year or two, and noticed it, but it didn't click. I'll have to check it out. I am actually surprised how much I enjoyed it in NWO.

    isn't there some games that let you make your own dungeon etc.

    anyhow people will just exploit if it is an actual mmorpg.  It is probably more suitable if it is a world creation game.

    @AAAMEOW It's not a problem if players made content doesn't reward anything (but fun!).

    In NWN you gain exp and other forms of currency. Some are even part of your "dailies". While the quests were fun, I can't stand the idea of "dailies" in order to make you repeat the same content over and over.

    If I remember correctly Ryzom has something like that, a scenario/instance editor. It is even the first MMORPG I know that offered something like that. Didn't dabble with it, but found the idea intriguing (sp?). Fits Ryzom, as there is actually still RP going on. Were it not for time constraints I guess I would still be playing it. I feel an itch for Ryzom, just as for Anarchy Online to get a peek at the world again every now and then.
