I tried that link but Game Launcher only has 'North America' and I cannot change it to EU. Have I gotten the wrong installer or that doesn't matter?

I think only NA servers are available on the first beta weekend. They plan to have EU servers for second beta weekend.

Is this still releasing in 2016 for everyone else?

Eager to see what people think of this game here, I wasn't impressed with the Russian version but hopefully they are making good changes for NA and EU.
