It is not proposed to be sub-based but if you want to add a sub fee to get some trinkets in-game each month, like a skull to sit on the desk of your captains quarters they are accepting those subs as donations.
I would like to add that the game was "proposed" to be ready by 2014 and that stretch goals were "proposed" to not delay the launch of the game and that CR has allowed himself to change the terms of service when it suits him so there is no guarantee that this game will launch without a sub fee.

Basic game package was available for as low as 20 $ (Nov 2014). In Nov 2015 it was 25 $. Currently its 54 $. One time fee only. Gives you the solo game Squadron 42 and the multiplayer Persistent Universe. Until they launch these two full versions of SC, you have access to the Alpha and Beta test phases. A non feature complete Alpha test is underway at the moment and a basic pledge gives you access to it.
During the crowdfunding phase (=now) there is a voluntary subscription available
This gives you access to the electronic subscriber magazine "Jump Point" and you get some decor flair items for your ship hangar. The money from these subscribers is used to generate all kinds of additional information (video) blogs for the backers of the crowdfunding campaign (weekly or monthly vblogs that document the development progress and highlight the works of writers, programmers, producers etc.) in more detail.
It is NOT like subscriber status in F2P games like SWTOR .... you do not get more "character slots", no "instant travel abilities", no "preferred access to PvP/raid areas", no "subscriber only ships" etc. So far there are no plans known for a continuation of the voluntary subcriber status, although it cannot be ruled out.
