How is the RNG in BDO ?

Hey ppl,
im a passionate ArcheAge gamer but it totally rubbs me, that i can not twink my character.
The game hates me so mutch with the RNG that i can not progress since months.
You know, Items can break in ArcheAge when your RNG is bad and i lost so mutch fun and time (time is the real value) that i feel, i can not enhance my character up to a point where i can compete with pvp.
So, how is twinking in BDO ?
Is there backward development possible as well ?
