On Linux and Vulkan, only a select few of the newest cards will be supported under Vulkan, ones supported in their AMDGPU driver.

AMD provides a driver for linux, and the linux community complains not only that it isn't as fast as Windows, but that it's not open source, with code available. So they make their own driver, and then complain some more that they can't make it as fast as the proprietary driver AMD releases.
I like open source software, don't get me wrong. But I can totally see AMD's viewpoint on this, I wouldn't go out of my way to support every Tom, Dick, and Harry who wants to write their own driver stack either.
