Weird graphical bug - any ideas?

I just reinstalled tonight after 6 months off. On almost all the large scale cliffs in the starting zone, I am seeing this unusual lighting bug that's causing really weird bloom effects, not only on the rocks themselves, but also might character (if I get close to these surfaces, they light me up like I'm standing on the surface of the sun).

Any idea what's going on here? Do I have some setting clicked?

Looks like it's related to graphical settings or video card drivers.

I'd try the following:

Reset all visual settings in options - and experiment from lowest to highest
Reinstall the game from scratch
Clean uninstall video card drivers and upgrade to the latest ones if you haven't already
Install latest DirectX from Microsoft
Make a support ticket using official channels

Just tried it - nothing. 

And DK, Nvidia just updated my card driver today, but I'll try messing with the other stuff.

*Edit* Okay, this clearly isn't limited to me.

This issue isn't new to GW2. The fix is done by Anet, but they usually ninja'ed the patch notes.
