Came across this video and this idea is new to me (outside of card games), you gather your skills throughout the game world then they will randomly come up in the appropriate slot for you to use them to attack with. You kinda build your skill set like a deck of cards. Check it out...

example: you have a skill that has a 20 second cooldown. having that skill locked to your hotbar would be limit your options because in those 20 seconds you are waiting for the cooldown, you could have used the 2 other cards assigned to that slot and be brought back to the buff once again. that's right, you can assign what cards the deck will draw in each slot. So you could have a slow dedicated to buffs with long cooldowns, which saves you from wasting other slots on these long cooldowns.
This system isnt RNG at all if you know what you are doing. You can set the starting skill for each slot and the next 2 cards behind each of those slots. You can also discard cards out of the slot instantly if you dont want that card and get a new one assigned to that slot.
The trick is to use the deck builder fully and not have any slugs in it. slugs are fake cards that fill your deck tot he minimum deck size if you are too lazy to do it yourself. Most people that hate the system are like "wtf I got a useless card this system sucks!" ... well that's because you are a moron and you dont know what the hell you are doing. People like that should just lock all their skills and not use the deck system. They will be cannon fodder later or eventually adapt to at least partial use of the system.
I didnt get this game for a long time because of all the hate for this deck system. Then when I finally decided to try it, i was so pissed off at the people that didnt know what the hell they were talking about or what they were doing. It was like someone told me cheesecake has to come with nasty cherries, but once you know how to make it, you dont need cherries.
