So, never having played ESO before, I was wondering if the DLC for it was the type that was "almost" a requirement for the game.
$30 is a nice price for the game and is around the price tag I paid for GW2. $30 isn't worth it though, if there are 4-5 $15 packs of DLC that "complete" the game; without which you only get a small fraction of what the game has to offer and are limited in what you can or cannot do.
So is the DLC for the game the sort that is required in order to open the rest of the game up for people, or is it fully possible to get a complete game's worth of enjoyment without having the DLC packs?

As others have said the ESO Gold Edition comes with the first four DLCs which include TG and Dark Brotherhood.
An alternative would be to get the base game which should cost less than $20 (GTA, Amazon, other authorised sellers) and then either a) get the TG and DB DLCs or b) get the recently released 4 DLC combo pack for only slightly more.
This may work out cheaper than buying the Gold edition depending on what prices are available in your area and whether Zenimax are doing any promotions. You may also get some other perks depending on what edition of the base game you got.
As mentioned the DLCs are not needed to play - think Skyrim and the DLCs that followed which added TG, DB etc. They added features but were not needed. And the base game is absolutely huge.
