I'm assuming that (1) hasn't been fixed and never will be. I always felt like I was fighting more against an awful control scheme than against the mobs that were my nominal opponents. Soft-targeting combat isn't that gamepad-friendly to begin with, but some games like Neverwinter and Trove offer enough control options to make it work.
TERA doesn't, and actually hard-disables certain control options that are essential on a gamepad if it doesn't detect an Xbox 360 controller attached to your system. Other gamepads need not apply, apparently. I was able to get around this by finding third-party software that would inform the game that you had an Xbox 360 controller that you weren't using, without needing such a controller to exist in the real world. I'm not sure how someone working on the game decided that was a good idea, but it's probably the worst control scheme decision I've ever seen in any game, regardless of genre or platform.
Perhaps you could work around (2) by doing content far above your level. But needing to go that route really annoys me. At same level stuff, you could stand there and trade hits without even attempting to dodge and win just fine. All that work to make an interesting combat system was completely wasted. It's possible that the game gets harder at higher levels, but I don't want to have to slog through doing stupid stuff for months in the hope that the game will eventually be interesting. If a game is terrible at the low levels, it usually doesn't improve at the high levels.
I'm not against leveling via questing if you've got interesting questing content. But TERA's is really uninspired, with neither the walls of text that introduce quests nor the contents of the quests themselves done well. The only games I've played with quest-based leveling that did it worse than TERA are Atlantica and possibly FFXIV. The latter is fine if you only play one class, but the problem is that other classes have no good way to level once the quests are done.
I loved my female Castanics, female Elf and female human, but i cannot touch that game ever again after playing Black Desert and Blade & Soul. The combat is miles behind those two. I really facepalm when i see (still to this day) Tera touting about true action combat.
The top end content, at least back when I played, was the hardest in any MMO I've ever played. I'm talking about the top 2-4 dungeons.
Just geared up a little more and did an HM dungeon. It wasn't super hard but I did die a couple times. This dungeon is nowhere near the top of the list, though.

Like I said, I can't comment about the current top few dungeons because I'm not geared enough for them, but back when I played, I really had trouble doing top-end dungeons.

Well, it's different. It's not as actiony as Blade and Soul, but it's nice in its own way. You can kind of zone-out while playing in kind of the same way you do with tab-target, but it's not boring like tab target is.
The major problem with Elins NOW is the exclusive classes they get. For someone who plays the game despite hating Elins, that's just wasted content and used up development time spitting in their faces, especially if you're a person who, for example, loves ninjas.

There is no "f" in "Elin". They're not elves. High Elf is a different race entirely in TERA, and they're tall, so they don't look underage.
Do the Elin choose their appearance? Can they change it to whatever? I mean, they're nature sprites. Fairies if you will. And they accordingly have a mind of an adult and a body of a child. Because...waifus, obviously ( >.> ).
In folklore, fairies are said to be up to the size of children, so it isn't abnormal for a fairylike race to be childish.

It's impossible for Ninja to fit Elin lore in terms of Elin exclusitivity because Ninja are a REAL WORLD class. At that point, it would make more sense to name the class a different name if there's going to be a lore reason why a real world class is suddenly exclusive to fae in the Tera world.
To use "Ninja" as a fae exclusive class instead of coming up with an original class name that would be much more suited to a class that excludes humans (despite ninja not excluding humans in real life) reeks of laziness and unoriginality while also depriving and turning off players who are ninja fans of playing something remotely resembling the typical (romanticized) ninja that they're fans of, considering that the typical (romanticized or not) ninja is not some loli bunny child. Want to make an Elin exclusive class focused on dexterity and stealth that no other race is capable of being? Name it and theme it something else besides ninja, you lazy developers.

I don't understand why people say Tera isn't as actiony as Blade & Soul, Blade & Soul was a tab target game made "actiony". You can't really miss an attack in Blade & Soul, Force Master is full lock on. So many abilties are lock on. It plays like WoW with combos and no tab key.
It is why bots work so freaking well in BnS, because of the hidden lockon mechanics.
Yep, you're right. I actually forgot how much lock on there is in BnS. None of my skills that I actually use in PVE on my sorc lock on in TERA.
This, and the self-rooting, result in misses, which is why the PVE is actually hard at the highest level. I have a feeling all the people claiming the game is easy never tried a dungeon in the top 3 or so in the queue.

I have no issue with Elins nor the terrible chat references not sure if that is still going on the chat used to be filthy. The thing I disliked was the quests and the animation lock this made the combat less fluid. I did not play for long though so I cannot comment on the higher levels.

As for why they got 2 exclusive classes, I just think Bluehole is just catering to their audience. Like 95% of the playerbase plays Elin. If they're going to make an exclusive class, it's only logical it be Elin.
Of course it would be better not to have exclusive classes at all, but hey, can't have everything.

If they increased the difficulty (and more then a little) and got rid of the silly Ellins I would consider playing it again.

And a lot more pre-pubescent instead of post-pubescent in their proportions (the loli-for-pedobears races in those Asian MMOs that have them today meanwhile hit some creepy uncanny valley spot where they have child proportions in some places and sexy proportions in others)
It's impossible for Ninja to fit Elin lore in terms of Elin exclusitivity because Ninja are a REAL WORLD class. At that point, it would make more sense to name the class a different name if there's going to be a lore reason why a real world class is suddenly exclusive to fae in the Tera world.
To use "Ninja" as a fae exclusive class instead of coming up with an original class name that would be much more suited to a class that excludes humans (despite ninja not excluding humans in real life) reeks of laziness and unoriginality while also depriving and turning off players who are ninja fans of playing something remotely resembling the typical (romanticized) ninja that they're fans of, considering that the typical (romanticized or not) ninja is not some loli bunny child. Want to make an Elin exclusive class focused on dexterity and stealth that no other race is capable of being? Name it and theme it something else besides ninja, you lazy developers.
(although really, the main point of my post is that for those who detest Elins, making an Elin-exclusive ANYTHING is going to tick them off, because that's developer time and resources wasted on something stupid to them, and Elin have now had TWO exclusive classes recently which is making a lot of fans of the other races annoyed and feeling left out)

This, and the self-rooting, result in misses, which is why the PVE is actually hard at the highest level. I have a feeling all the people claiming the game is easy never tried a dungeon in the top 3 or so in the queue.

Don't act all innocent. People are talking about it at least partly because you said in your OP: "and there are Elins, which of course as everyone knows is a great thing". I think that was a deviously clever thing to slip in since it was bound to attract attention and comments given people are obviously polarised about that race.
For the record, I played Tera from closed beta and for some time afterwards. Its one of my favorite mmos, but I hate Elin - all the more so because they get all the good new classes. The other thing that bugged me about Tera was that chat was so filthy, the worst of it being players promoting paedophilia. Awesome combat system though, and the BAMs and boss fights were the best.
As for why they got 2 exclusive classes, I just think Bluehole is just catering to their audience. Like 95% of the playerbase plays Elin. If they're going to make an exclusive class, it's only logical it be Elin.
Of course it would be better not to have exclusive classes at all, but hey, can't have everything.
But to address your witchhunting seriously for a moment, wouldn't it be better for pedophiles to indulge their fantasies virtually than in the real world? Wouldn't it be much better for them to spend their time admiring Elins than admiring kids in chatrooms?
