I really do not see the issue here. It's in fact a Gear Centric game with every Xpac that is released every player is forced once again to upgrade, replace, or unlock gear. This also applies to Artifact Weapons as you are progressing through the game to upgrade it.
The issue isn't WoW's gear-centric methodology, its the fact that it continues to remain that way in the face of logical advances toward other areas.. More to the point, its that SO MANY other games choose to follow this same route.. I know its dev and player preference, so at the end of the day its fine for everyone who remains cool with that process of gear advancement..
I guess my dislike of what is occurring with artifacts can be summed up like this.. King Arthur never put Excalibur in his bank vault after chancing upon a new shiny sword that cut a little deeper.. "I have this penultimate weapon that rises in its legend as my own does?? Yay!! Wait.. Oooo new shiny!!" *toss*

I admit to enjoying WoW from time to time, so I usually hold my tongue on the choices Blizzard makes.. They see the metrics of their clients, and I do not, so I freely admit to my lack of knowledge on the matter..
However, as a veteran gamer, would-be game developer, long-time roleplayer, and a consumer, I have had a HUGE issue with artifact weapons from the get-go.. Believe it or not, my issue doesn't stem from my having the item or even the processes involved in leveling it.. No, my main issue is one of obsolescence..
Almost from the beginning, the devs said the artifact weapons wouldn't follow us into the next expansion.. I immediately thought, "why am I bothering then?".. The answer was that you pretty much had to, since no new weaponry outside those chains would be added to the content..
This kind of forced design really has to stop.. I'm not huge on gear grinds anyway, but this took it to a new level.. I utterly despise gaining items that have no use other than as a bank adornment as I advance.. This planned obsolescence grates on my nerves (and was a huge motivating factor to my seeking out new ways to design away from it)..
It isn't forced. It is offered up to their customers who can choose to play it or move on. Is there a gun to your head forcing you to play? No, so cut out the forced BS.
They have reset at every expansion so you can't be surprised that they do this. All you are doing is complaining. If you don't like it, play another game. If you think you can do better, make your own game.

the game mechanics that define the MMORPG genre, then why are you
playing an MMORPG?"

By forced, I do not mean under duress.. Regardless, I won't argue the concept or semantics.. For the record, I'm not complaining, just attempting to weigh in on the posting with an opinion.. I still enjoy WoW when I do choose to play it and I am making my own game.. so.. it is what it is..

Again what you describe is exactly what a gear centric game is. Folks have been tossing and saving old gear in the bank since Vanilla.
They raised the Artifact Knowledge cap in update 7.2 and they will raise it again for 7.3, probably to level 60 or 70.
With the much higher AK levels this trait wont take 7000 years to complete it will take a couple weeks.
And dont let this brief glimmer of common sense ruin your WoW bashing
Wrong. They actually lowered it to 40 and made it so that grinding out AP is even less attractive by lowering the effective cap on AP tokens to 500k rather than in the billions.
I don't make a habit of bashing WoW -- I am an active subscriber, after all. But I don't have to blindly love everything that's been done or is being done in its current iteration.
Sigh
I should repeat myself to make it even more clear
I know they lowered the AK level call from level 50 to level 40 in update 7.2
My point is that in the upcoming update 7.3 (the one that isn't out yet) they will raise the level cap again above the current level cap of 40
This reduction of the level cap is so that people will not be able to finish this trait in update 7.2, but will be able to finish it in update 7.3

That's your assumption and nothing that has been stated by devs to that effect. Add in the drastic cut to the amount of AP applied per token earned and you have an unattainable goal.
In the end, it doesn't really matter. As others have said, it all goes away in 8.0 with the next expansion and the 2nd or 3rd green picked up eclipsing the artifact we've all spent so much time trying to get to max level.

They just announced that they're lowering it from 50 to 40. No one will ever complete an artifact weapon.
