    When you first put a PC together, and boot it for the first time. It should ask you if you want to use default settings or change the settings. It should boot with memory that is capable of higher frequency in a lower frequency mode as long as it's not using more voltage than the system allows.
    650w is enough for a single 1080ti. 550w should be plenty for your system, but the 650w offers some headroom.

    One of the quietest cards on the market and it out performs most of the others.  My friend is thrilled with it, everything runs at 4k on max settings so far.  MSI has really been upping their game lately.
