I've slowly come to the conclusion that 'open world' and 'balanced PVP' are mutually exclusive. Developers can gate their PVP behind a matchmaker to enforce some balance or they can have open world PVP, but they can't have both.
I do not think PvP should be balanced anyway, all it lead's to is nerf's and homogenisation.
I personally am of the opinion that PvP should be more along the line's of Rock, Paper, Scissor's, as far as different classes are concerned, but overall, actual player skill should count the most.
A creative person is motivated by the desire to achieve, not the desire to beat others.
