New Cookies Pop Up

I have been getting a message like that I have on many other sites going on about cookies, the difference is there is no option to opt out as there was on other sites. Am I missing something here?

then you need to lookup the new laws again, you need to have the option to select and see what we are agreeing with, thats the new law now and if you dont apply that the right way then you can get a hugh fine, so be carefull on how you implement cookies.

ohh btw make the (cookie) text a bit darker you almost cant read it.
