I don't think that statement really means anything yet. I heard it too, but it's hard to know how they're handling it without more info on the engine and such.
Its a megaserver - so the number of 24-30 player server instances scales seamlessly up and down depenending on number of players online and max hardware capacity. So at launch there might be 100s of thousands of instances running on the megaserver.
There is no server select screen - so you are placed randomly into any of the available instances that have room for you.
Yes you can invite your friends and they will be teleported instantly to your instance as long as there is room left for them and the instance is not player capped.
Or you could go to their instance etc....

Hopefully what @Superman0X mentioned about the game not being PvP focused is true. Automatic matchmaking in a base-building survival game with OPvP would be a dumb combination.
Many folks won't like not having control over the game matching them with a group of folks out for blood together.
I want a single player or invite only co-op or I'm not touching this... played every fallout game since the first one. This might be where I stop.
I'm expecting a GTA 5 like system where we will be able to set up invite only shards. Like you, if there is no way to insulate myself from ass hats, I'm not touching it.
They mentioned they have plans on adding private servers, but from what I've seen, that will be after its initial release.

It seems to be a consistent piece in basic camps in the shown videos. We know there has to be some form of power generation because it's a requirement for the artillery and there's a power tab in the build menu. Wind power is pretty common as a low-end power generation system. So seems likely. A very long ways from confirmed, though.
Atleast dosen't have the Decay system like in Conan Exiles.
That system is extremly frustrating for a casual player.
Conan Exile decay system explained:
"The new decay system will start a timer after players are not around for approximately one hour of in-game time. Once that timer runs out, players that do not own the structures will be able to dismantle them. If a lone building piece is left alone after an additional period of time, it will demolish automatically"
That is a great system for a survival game where players litter the world with buildings. It's also completely optional and configurable by the server admin.

Rendering is done a lot differently in 7 Days. Not decaying old buildings would cause massive problems with server and client stability eventually trying to render all that stuff in CE. Then there are issues with limited amount of space and the way territory claiming works in CE. The trolling potential alone would be problematic.
I'm not sure what alternative system would work for CE, but the way the game is made, you're going to have to decay/destroy/remove structures over time. On any public server, you'd have serious problems otherwise.

Yeah, Todd said in interview that post-release they will be implementing private servers as well as mod support.
When peeps say megaserver, I still always picture a waiter/waitress with 6 arms.....
We want Devs to try new things, and then hammer them for it usually and wish them failure and fiery death. I just don't get it &/or don't want to.
Doing this type of thing is new to them and piques their interest, and they obviously think their style/flavor will be the best game of this type. I hope they're right. I could never get into a lot of the others.
I'm still holding out for a Fallout MMORPG as well. Look for "Gut's Water Stand," where's there'll be a little Gut in every bottle.
I'm excited for Starfield too and I don't even know why yet, but it feels good in all the right places.
