Why would they change when they presumably enjoy the PvP where they are? If they wanted to PvP elsewhere they would have done so, as many already released Moba and FPS offered that already. Clearly, they wanted to PvP in Worlds Adrift, which they can continue to do.
The only way all the servers would become PvE is if the vast majority abandoned the PvP servers, such that they were always empty. That won't happen...
The logic is not your strong side. How many PvP servers has WoW? Most players do not care about your RP delusion. They are not PvP or PvE players. Most players play for progression. And they will go where the progression is easier, period.
You are wrong, because you simply start to think from a wrong point - the PvP and PvE players - but there are not such. Most people who claim they are PvErs just like to play solo. Most people who claim they are PvPers just want to compete. And most people do not care about the PvP and the PvE, they just want to progress in the game. Obviously that progression will be much easier without competition. The only way a game to have PvP and PvE servers both is if the gameplay on the PvE servers is much more difficult and challenging. But then nobody will play there.

At this point, every WoW server is a PvP server, for those that want to opt into it. For those that don't opt into it, no WoW server is PvP.
There are definitely PvE players in MMORPGs. There are also some that enjoy elective PvP, but despise it when forced. There are also some that love PvP, and prefer to not have to bother with anything else.
The solo vs. group thing is more a matter of convenience, especially when leveling up in an older game with a top heavy population. Once you get to where the players are many favour grouping, because there are players to group with and a fair amount of endgame content involves it.
For those that only care about progression in the game, it does make sense that they choose an environment where their progression can't be easily interrupted.
Doesn't PvP also involve progression, though. In terms of developing skill, getting better gear, or what not. I expect there must be some of that to maintain interest over time.
PvP players also care about PvP, don't they? Some like it so much they would rather progress solely through PvP if they could, or so I have seen it said.
PvP servers will do just fine, so long as those that enjoy PvP populate them.
