Seriously, Millennial's take offense to this. Before the last 20 years and back millions of years before, it would be totally appropriate. Between politics and the millennial's getting laws past our freedom is being taken away.
Previous to the past 20 years, things were not as safe but guess what "thats life". Living life was more worth the risk. Well at least on paper things are more safe now, but really their not. It's just as dangerous only in an odd direction it's just as bad.

Like two weeks ago, I snapped and told my boss, I want to go to a different department. I like him and my department. But I couldn't take a particular subject anymore and went berserk.
I always thought WTF expressed a generally negative reaction to a post, but in such a way as not to be obnoxious about it.
But it could mean other things, such as: this is unclear; I don't understand; how could you think this way; how could anyone think this way; this caught me off guard; this is offensive; this is bizarre; etc.
Technically it ought not be anything negative, because the poster you WTF gets forum points. Why give forum points if WTF is a bad thing?

Honestly, I normally follow @Gdemami 's lead and LOL something I really disagree with.
I normally reserve the WTF for those very rare occasions when someone absolutely baffles me on the point they are trying to make, especially if it's in some condescending or conciliatory tone.
Also used if a post is totally outrageous, like promoting hatred or other some such stupidity.
If anyone is going to be looking down from their high horse, its gonna be me.

Something can be crazed ramblings. Or a company might do an unsuspected move and a poster is the first to report it. In both cases I might use a WTF. In the second one the WTF isn't towards the poster, but towards what the company (in this example) is doing.
