    So, I'm trying to rationalize this baffling scaling system. I'm thinking that maybe, just maybe, the game wasn't originally intended to have difficulty settings. Without difficulty settings, a Guild Wars 2-esque scaling system makes more sense and would allow anyone to play any mission with any of their friends at any time without ruining the game for themselves or others.

    In a game with difficulty settings and instancing, scaling doesn't make sense at all, because the difficulty settings allow players to manually scale the content to their desired level of challenge. 

    My theory is that during the period of rumored development turmoil 1-2 years ago, the game was transformed from a more open-world game with no difficulty slider to the game we have today, and this was an oversight of that change.

    The game had at least one clear shift in it's design during development, we can see that in how the main plot got chopped up and the backpedal on some of the game features. How many of the random inconsistencies the game has that relates to this is uncertain.

    Lots of games have scaling it keeps the game challanging at higher power lvl's/character lvl's

    In fact i bet you have played some mmos that have scaling and you did not even know, but here you are moaning about a little bug that probably does not even affect you

    But that is what difficulty settings are for in this case. There is no character power level that is going to make Grandmaster 2-3 not challenging.

    What ? a lvl 30 can enter gm1/2/3 at any power lvl so it is to make it a bit less harsh on the lower power players, and yes gm2/3 is going to be hard or there would be no point

    You misunderstand my point. Gear upscaling isn't necessary because difficulties already exist to be tied to gear level. Hard mode already gets you sufficient gear to do GM1 freeplay for the gear to tackle GM2/3 difficulties. And GM2/3 already exist for players at the highest gear levels who want a challenge.
