Division 2: Still all about Beanie looting?

I remember back when Division 1 came out, a lot of people were unhappy with the drops as you'd run a dungeon or something and come away with just a Beanie.  That and the fact that the gear never really looked that good.  Granted, we're not meant to be running around in WoW style massive shoulders or anything like that, but is the gear in Division 2 better than the first game, in terms of aesthetics?  Can you make your character look like somewhat of a special agent kinda guy, instead of just a civilian in winter clothing?  I'm talking things like gas masks, armor plating over your legs and arms, etc.
