To be fair it depends on how much the RX 590 and GTX 1660 cost in his area. Ordering from newegg or similar sites might not be an option for some reason. I agree that those 2 are better cards though.
The RX 580 of course is a good mid tier card. I'm assuming it is an 8GB version.

One caveat is whether you're looking at a new or used card. If it's a used card from some random stranger, then there's a good chance that it spent about a year of its life mining Ethereum around the clock, and that's a lot more wear and tear on the card than a normal gamer have done. That's not a concern if you're buying a new card.

$200 is also pushing too close to prices on a Radeon RX 590 or GeForce GTX 1660, either of which are a better card than an RX 580.
