I'm surprised it retained the population it has, as I expected limiting freeform to lifetime subscriptions and cash shop purchase would be have been far more devastating than it actually turned out.
This may be due to the increase in attention to the game by Cryptic after many years of stagnation. New archetypes are being added, power sets are being revised, and even new bits of content have been added.
The game is in a better state now than it has been for many years, as unexpected and surprising as it was before this revitalization suddenly began.

Other than that I fully agree, it might not seem much next to STO and Neverwinter, but CO gets small updates from time to time. Last the tutorial revisited as Alert, before that the new raid, its lead-in event with the raid bosses as separate Alerts, etc.
Inbetween those they run the events, Nighthawk was this very week, with new costume piece and vehicle on the rewards list.

It seemed rather sudden to me, but that could be a perceptual issue on my part. Be that as it may, the game has been getting a fair bit of attention as of late, with the reworking of power sets, adding serialized stories, and what not. Considering the likely limited staff working on the game it's been moving along quite well.

I agree, make no mistake, I was only adjusting the "suddenly" part
Only "found back to the game" myself at the Onslaught, but actually not even that was the suddenly moment, it was the previous year.
CO had a couple pretty still and dormant years in the first half of the decade, then suddenly in 2014 they've added Steel Crusade, and six (or so) months later supervillain Onslaught in 2015. Ever since they did at least one or two bigger additions each year, and a couple more smaller ones. They even added a new endgame zone, ok a "new" zone (mostly re-used assets ) in 2016.
I only meant that by saying their attention to the game ain't so sudden.
Even if this attention ain't always positive, like the subscription removal or the event currency wipe... I'd still say CO has now a small but dedicated playerbase, with a small but (kinda) dedicated support team at Cryptic.
Which is great, and more than enough to wish for in case of an old game.

It has 125 people online average and between 2-300 peak players.
This games issue is multifold, primarily its the weird style and idiotic decision to make it a parody hero game which hurt it massively, as cool as Adam West is people dont want to be forced to play a Adam West Batman type hero for extended periods of time.
The private servers of City of Heroes, a "dead" game that Champions Online was supposed to replace has well over ten times the numbers of players on just the main hub without factoring in the others.
I have a lifetime sub but theres just nothing in it to keep my interest.
