I think their pricing, like most of the game, was not fully thought out.  For example, a new Account can be had for less than $40.  I think with the current discount it's around 30 with the refer a friend stuff.

That comes with 6 character slots.
Alternately you can buy 3 character slots on your existing account for.. about $50
