The fact there are no skill cool downs only points to this being another sophomoric attempt to reproduce the charm of TL1 & 2.

While all ARPGs have skills without cool downs that's just one mechanism to balance how much it's used. The lack of cool down is offset by either a high resource cost for powerful abilities or low damage to have a spamable ability used as a filler between other abilities. Then you have abilities that are gated by either cast time or cool down. These, of course, can further be gated with resource cost. Another mechanic you see in eastern games frequently is the combo where an ability only becomes available after some prerequisite ability is first used. Sometimes these have several abilities in a chain. Yet another mechanic is the reactive ability that is only available after some prerequisite is met by the target such as an ability that becomes available after the target dodges.

Given all these options that have been used for decades by scores of games the fact TL:I picked ONE is not exactly making me excited about the gameplay.

I don't see this going anywhere. Torchlight fans play Torchlight 2 over Torchlight 3, and anyone with cash to spend on a mobile game will probably go to Diablo Immortal.

Make games you want to play.
