Not sure I agree, with only using 1/2 the PCIe lanes. There is a bottle neck, so speed is a problem as well.

The 15.8 GB/s PCIe connection on RTX 4060 Ti isn't a bottleneck for that card. It's been tested on much faster cards, and even RTX 4090 running on 15.8 GB/s PCIe connection loses only a couple of percents of its FPS.
There are problems with RTX 4060 Ti, but NVidia's choice of PCI 4.0 x8 connection isn't one of them.

The price did go up from $399.99 to $499.99. I have a feeling if people hold out from jumping on this. They will lower the price to $449.99. Not sure what Im gonna do here myself.

The cards I linked will rock 1440p with bells and whistles enabled and do okayish at 4K at more modest settings, something the 4060s will never do and likely the 4070 won't really be able to compete with either.
If you did want to look at competing Nvidia cards you could start with the 4070ti ($800+) or a 4080 (just under $1200).
The 4060 cards aren't worth the time for enthusiast gamers and all of Nvidia's options, up to a 4090 are outpriced by their competitors in value performance. If a game is built to leverage Nvidia's proprietary ray tracing then, and that's your main jam, then pay the extra tax for Nvidia.

RTX 4090, RTX 4080 and RTX 4070 TI are large upgrades over RTX 3090, RTX 3080 and RTX 3070 Ti respectively, but they also come with increased price over previous generation.
At lower priced cards, for RTX 4070 and RTX 4060, those are only small upgrades over RTX 3070 and 3060 respectively, but NVidia also kept the price more reasonable.
From one point of view that means RTX 4070 and RTX 4060 are more like upgrades to RTX 3060 and RTX 3050 respectively. But from another point of view, NVidia couldn't do yet another massive price increase for lower tiered graphic cards. No matter how much performance enthusiasts hate the idea that RTX 4070 and RTX 4060 are now only small performance upgrades, it's still better than if NVidia had tried to increase their price from previous generation.
