The power of the cloak is really felt on alts. I have a level 70 and unlocked both trinkets and rings and with the cloak on my alt, I am one shotting everything.
In reality this is a neat way to level some alts or get caught up for the next expansion. Its a lot more fun than a simple XP buff and a neat way to see some old content.
Wasn't there a recent thread about catch-up systems? I don't play retail WoW so can't speak from personal experience, but this seems like an interesting approach to helping players catch-up before a new expansion compared to simply boosting characters to max level.

Exactly. And more so too, its an isolated event, with a separate currency and you cannot affect the outside Pandaria world. In the long term its not going to give any advantage or impact "retail" at all. Its really clever.
Been having fun making a few classes max level that i did not have yet, for when they get transferred to retail. Also spending the coins on mounts and gear sets. However, nothing is "challenging" on remix.
