I think they are trying to tread carefully and in doing so creating chaos. I think they are moving entirely away from servers and it all be a shared world like Diablo 4 is currently. If you want to hang with your friends it probably will put you near them or with them but they want to be careful to say this is no longer an MMO like it was originally. However they are making a mess of it. I will be curious to see what happens with dungeons, Will they be soloable? And then you have other content that's made for groups (like Legion and world boss events in D4).
Regardless, this confusion is not going to help, and their player base is non-existent at this point. And with the ESO expansion, FF14 expansion, and WOW expansion right back to back to back, its not going to get better.

Maybe they could come up with a new term bastardized from GW1, call it a COARPG? (Cooperative Online Action Role Playing Game)
Or perhaps....Cooperative, Reactionary, Action Program. (CRAP for short)

Something had to be done. The game was down to just a few thousand players. The new game will probably be better and easier for them to maintain since they are working on other projects as well.
They will be releasing more videos leading up to Oct, so we have to wait for that to see what has been removed and what has been added.
It's completely not that but if even game sites are getting is wrong you have to wonder how badly mangled is their announcement. The people who created this misunderstanding should be fired.
What it completely is or not isn't clear yet.
For awhile after their initial announcement their site had named starting classes presented on it, each with a specific weapon pair that were meant to use for playing through the main story. They were since removed either because it was accidentally posted early or they figured that information kept visible now would just add more fuel to the fire they inadvertently ignited.
That will be quite a change from the current.
So, how much change is there actually going to be? They currently seem intent on playing it up for future console players and down for current PC players.
Rather than talking plainly they seem to be mumbling out of both of sides of their mouths, so it is probably wise to take anything they say with a grain of salt.

Yes, we'll have to wait to see just how forthcoming they are going to be. Their site briefly contained information contrary to everything being as it is when playing through the story, and not in terms of added cinematics and solo playability. That has since placed back behind the curtain. Accordingly I expect more change then they are currently comfortable letting players in on.

On of the issues I had with the game was that so many players just sat around town doing nothing (but causing lag in those cities)
