It sucks. Of course, there is a level 3 and a level 4 mission that spawn Omber roids in themselves. The mission lasts for, we'll say, a week... and the Omber roids just keep respawning. My corp made 130+ million isk just off of that mission... Isogen alone. So, keep your eyes open for that kind of stuff.
As far as Omber in Empire space... yeah, it gets taken the second it spawns. Mining corps locate the stuff, and they deplete it as fast as they can. I don't even bother looking for it anymore. I stick to finding Kernite. It's much more abundant and produces Iso... just not as much.

Yeah! I knew I had to find it on .5 - .7 space... I was trying to get some from Yrmori and Lirerim (Minmitar space) It just seems amazing how they are able to scrape it off completely. I was trying to find Omber becuse it yields a nice variety of minerals and nice amount of Isogen.
I'll try tomorrow after server reboot to see if I find some.

The nature of ore is a closely guarded secrete by CCP. Even after 3 years no one has a clue how it works. The best knoledge yet is that, yes, it respawns about twice a week.
The Devs have also hinted that when a roid pops, it actually respawns in another star system where that type of ore is allowed. The belts are not closed systems.

Look for a calm lowsec system. That should do the trick. MAy sure you have insta bookmarks, and that you are aligned to some celestial object (station or gate) so you can warp out immideately if a pirate shows up. I mined wit h2 accounts in low sec several times, and I never lost anything.

Organised mining corps strip Omber like there is no tomorrow, You would be better off getting someone to watch your back and going into low-sec to mine hedbergite/hemorphite. One of those two gives out Zydrine IIRC, not much but enough to make it worth while.
Also, if you don't have a corp, try contacting one of the SWG exiles corps. Being ex-swg they will welcome you in and hopefully help you out.

I beleive they let slip something not too long ago...
Apparently, each belt has a number of set spawn points for each of the Ore's available there. Each belt is grouped together with other belts and each group receives a certain ammount of ore with each DT...
The hard part is that the belts that are grouped are not always in the same system. Their could be a few belts from system A and a few from B and a few from C... so if you mine out all of those belts in A - you're not going to see as much ore unless someone else is mining in B and C as well.
Good news is, when that happens it's obvious - belts don't respawn quickly and for weeks you'll see a barren belt. That's because most of the ore that was allocated to that group went to belts not being cleared.
I only wish I could find the dev post now...

1) get a mission that spawns omber ore like level 4 rogue slave trader 2/2 2) kill the bad guys on the first level but dont finish the mission 3) mine the heck out of it (that missions spawns eight 50k omber ore asteroids) 4) comeback every day for the next week or until your mission is finished
You will have your own omber spawn all to your self for about a week.

At the time of the NGE there was a massive thread on the Eve forums full of exiles, the thing had a life of its own and grew by at least a page a day for about a week. Anyways I think the Corp was 'Exiles Corp' with the ticker [SWG].
Well, the roid grid has been mentioned, it's a nice tool to have an impression on which ore is found where. There is another site (FluidOrbit) which has a searchable database of system information.
After all I read on forums and experienced myself, Ore respawns for higher value ores are twice a week, where the exact weekdays are dependant on the region (encountered tue/thu cycles as well as mon/fri myself). It's also been stated somewhere that depleted roids just are not visible anymore and on spawn days get an amount of ore added. As soon as they reach a threshold they appear in space (i.e you rarely encounter an Omber roid with less than 1500 units of Omber, which drives this info).
The Omber in mission areas seems to be the only "uncontrolled" spawns which appear by request and somehow imbalance the ore system. Just as the previous poster said, these roids are by far the biggest ones.
As already written, most of this is some sort of educated guessing of the masses of professional miners in Eve Still, even in Anarchy Online which I played for long time, I never found a playerbase with such strong interest in "decyphering" the game mechanics
