The devs obviously didn't test this very well. The exploit is explained in another post further down on the page:

yeah but the problem is the servers are NOT advancing to Phase II like this guy is claming... What is happening is the servers are unlocking PART II of PHASE 1. He is confused about this part at least..

The exploiting thing to get the commendations though is rampant on all servers. Again the devs didnt take things into consideration when they rushed this live.

There are 3 different phases each base needs to go through before it's complete and Part 2 of the Restuss event will start.  At the moment, all servers at most have only got one section of their camps into phase 2 (the ground based quest section).  The space, crafting and mining sections are still on phase 1 and they need to be advanced as well (except for mining we've been told) before Part 2 will start.

it will be interesting to see how long it takes to get the crafter part complete. There are far fewer crafters left in-game than combat types. Plus from what Ive read, the crafting quest is extremely boring (hand craft thousands of E-11 Carbines). Finally, only 2 trader prof can do the quest as you need to make E-11.

When I was running back and forwards doing the space quest, there was always a few crafters standing outside the tent with their droids doing the quest.  I'll be doing my part later tonight, after I start a factory run on some proton grenades for the second phase of the quest (gotta make Rocket Launchers).
