I think you get 10 characters per server.  That might be increased with the next expansion

I am not sure about the length of the character name.  It can be a lot.  I think the minimum is 5 letters. 

There are 22 US servers.  Most of those servers are clustered together.  This means they share RvR areas and can Teleport between the servers.  This limits you to 1 realm per cluster.  So there are 5 clusters, 1 PvE server, 1 PvP server, 1 test server, and 1 "classic" server.
