Because people want good classes for PvE. Like the Warrior/Monk is a good PvE, yet people think it's the best in PvP and get owned by a good mesmer who can shatter hex, etc.
I found playing my mesmer in PvE was tough. They aren't really that good in PvE then they are in PvP. Like a protection monk isn't all that wonderful in PvE, but does wonders in PvP.
VixenHeart is correct. But, a R/Me can still be a good thing in PvE, but you have to set up your skills a little differently. Or, spam yourself as an "Int Ranger" and you'll get most PUGs, but that really depends on the mission. But, anyway, Rangers get the shaft in PvE generally anyway because they're not a "Tank", "Healer", or "MM".

Unfortunately all too true, unless you're the Ranger forming a group. Rangers and Mesmers are often viewed in PvE as the "professions you'll take if you can't get what you want."
Which is why - IMHO - Rangers are the best solo class. They have it all: offense defense, escapability, self-healing and traps.
My second Ranger was on a bonus group in Dragon's Lair this morning. Not only was I the only one not to suffer a death at her hands, I was able to res the monks and warriors when they died, while distracting Glint and degening her with Poison Arrow. At one point, there were only two of us left and we managed to survive, res the team, and beat her for the bonus.
Rangers are the best, IMHO.
P.S. R/Me is a prefered combo for PvP because of Mantra of Resolve: the ability to set traps without being interrupted. Trapping is a little easier in PvE because you can - for the most part - control when foes attack. The Mesmer secondary isn't as critical in PvE, which is why I play an R/Mo for the unlimited resurrects, especially rebirth.
P.P.S. Most Rangers that have Barrage (elite) "lfg" announcing that. However I've found that Ignite Arrows + Poison Arrow (elite) is a much better combo than Barrage, for two reasons: a miss with Ignite Arrows still causes secondary damage. A miss with Barrage causes no damage. Poison Arrow drops health very quickly, plus, it doesn't remove your other preparations the way Barrage does, so you can use it with IA, Choking Gas, Read the wind, etc. But IA + PA is the best because you get spike damage, secondary damage, and DoT all with one shot. Add Favorable Winds and you increase the spike damage. It's the perfect trifecta! Can't beat it.
That sounds ok, but it'd never stand a chance in high level play. The way I've seen that done is with the classic "JI Barrager" made for FoW. Judge's Insight is an enchant, so Barrage doesn't stip it. All holy damage to undead (forget the AP, that's garbage) makes that build SUPER popular.
Also, the best Barrager I've seen is a Crit Barrager A/R. Max out Critical Strikes, throw in Critical Eye, and keep Sharpen Daggers up as often as you can and it deals MUCH better damage than a Ranger can do. Really weird, but it works great.

I've made just monks and warriors with no other support class in PvP and destoryed people.
Just got to know how to play. I can make a very nasty smite monk.
In regards to the best overall class I would say the mesmer. Because of FC you can make a Me/X, max out FC to 16 and another attribute from a different profession to 12 you are simply a fast X. Take the Me/E for example, max out fast casting and air magic and you have the fastest solo air spiker you've ever seen. Me/Mo, fast casting healer. You get the idea, it's how you use a classes attributes that matters.

All depends what you want to do.

But Mesmers and Warriors are the awesome class!!
But diferent play styles and diferent prefered classes...
hehe well for me ... E/Mo with air and smite its a good anti warrior or ranger based PvP
