Open beta open to asia? (non korean and vietnamese)

I've tested Cabal online for close beta and when they started open beta, it's only open for Europe and our ip were blocked...  i wouldn't wanna test a game i cant play in the end...  plus... we've waited for our pwd and id for so long...

So.. Is this server for US and Europe only (open beta)?
