how will be pvp handled?

could not find an answer to the following question:
will you be able to attack anyone no matter if hes lower level,same allegiance etc...(like on darktide ac1)

No full pvp
3basic types of pvp
flag based pvp (outlaw, bounty hunter, merchant) deeply intertwined with economics and politics
city battles enemy clans can attack citys which are under the rule of a other clan before you can do this you have to undermine the dragon favor for this city by using (economic warfare and or vote against this city if you own a neighbor city)
and the blood circus where you can setup battles whith 6 groups (120player? heard 20peeps per grp but not sure) and different game types (capture the flag, kill the leader, last group standing etcetcetc)
