Hard to explain but basically they brought them in when EQ2 released in Asia. They are a different set of character models you can use instead of the originals. Some people like them, other don't. I reckon they look a little anime-ish.
By and large the models look better. They have less clipping and open holes than the old models. Look at the old high elf in plate and the new one... they just look tons better. More professionally created IMO.
Some of the models do kinda look different, for example I don't think their SOGA ogres look like ogres at all but orcs.
Personally I dislike anime but I really think the SOGA models are better than the old ones.

And if you don't know how to enable them they're under the alternate models tab, and you can select and choose which ones you want. However, kerra, ratonga, iksar, fae and the other evil fae forgot their name ^^ don't have these models, and I'm not sure if trolls and erudites do either.
