that would be awesome if it could happen that way. some intense pvp there :-p although its still nothing new (shadowbane had that ;p and that game is as old as dirt) but would be nice to see this feature in future games (like this one ^_^)

There are two types of cities, PvE and PvP. The PvE towns are all instanced and any guild can own one. No other player can attack them but when you begin to build your city, an NPC will begin building a city not far from yours, and they will siege you, so you must deal with them only.
The PvP cities are in the Border Kingdoms. There are a limited amount of slots to build cities on so they will be fought over constantly. The Border Kingdoms is a full PvP area. (now correct me if im wrong here)The devs are either going to make an enemy guild put up a siege tent outside the city a certain amount of time before you sige so you cant do midnight raids to take a city that took months to build up. If they scrap that I believe they are going to make certain windows of time when cities can be sieged.

another note, if you keep attacking them they will never siege you because it takes them quite some time to build up siege.
they have not gone as far as to say a "siege tent" but there will be some structure or flag or another means of notification to let the guild controling the fortress (or battlekeep, don't forget battlekeeps) that they will be geting attacked soon and that they should defend themselves.
about the time I believe it works this way
The "notification marker" will be posted for say, 24 hours, and you can destroy it in the alotted time and they will go away but after they "notification marker" expires they can attack. Whether it be at 3 AM or 3 PM. Do not forget that some prestige classes can hire NPCs and make guard towers that have NPCs guard your structures.
The Devs have stated that passerbys can help you defend your city and that people can come to your city to buy stuff so how does that work if instanced? I know how it could but it would be better if it was RW.

TheBean has it right. Only there are no player cities for PvP. There are Battle Keeps (castles) that can be built. Each server only has so many spots so guilds will be fighting over these spots. Having a Battle Keep will be hard work but provide nice bonuses for the entire guild. There are also other targets to build/capture in the Boarder Kingdoms, from resources to smaller towers for less hardcore guilds to fight over.
Also the PvE player cities will be instanced if there isn't enough room on the server for everyone who wants one. Think like City of Heroes, where zones 'instance' if they get to full. The areas set aside for PvE cities are large enough so that 3-5 guilds can build cities in the areas before they instance.
We really haven't hard a tun about PvE cities or the boarder kingdoms in some time. E3 will hopefully rectify that.
You can build fortresses AND obtain battlekeeps. battlekeeps just take about 6-10 men to defend so they are made for smaller guilds while fortresses can be taken over by larger guilds.
The next huge update will be in august and by then expect 95% of your questions to be answered.
