EvE online without a doubt but of course in the end you need to go out there and try them yourself as what you consider best is based on your opinion isant it?

WoW - it has no meaning BUT its fun, smooth, responsive and balanced (if you don't believe a holy priest should be able to kill a fury warrior that it).
Ive played GW enough , its not my type , i dont like space mmo's like EVE and the pvp there is so fucking boring , i agree on ultima but cant find good server , also when u suggest game , explain why is good.
EDIT: About wow : im playing wow atm with ret paladin and u know why doesnt fit as best pvp game to me . . .
I definately wouldn't argue for the best PVP ... but Rakion is alot of fun if you have a decent connection. Its really foreign, but its sorta like Counterstrike with swords and bows... ALL skill based.. but you can get better weapons and things to do more damage. Other then that I'd probly have to say Guild wars and WoW are your only really options, though both are fairly pointless in nature, and to do halfway decent you need 9+ people to play with constantly.
I'm just hoping WAR will blow all these options out of the water...
No ones mentioned Lineage2? The Castle sieges were pretty cool when I played although I've heard that the farmers and the bots have since taken over. Still, it could be worth a look.

The MMO with best PvP that I have played, or know, is Guild Wars. You need to understand the syste of it, but when you do, it's pretty damn good. I never got the system by the way, I'm more a role-player.
I would say it's a tossup between DAoC and EQ2 for the best pvp in an mmo as of RIGHT NOW. Not 3-6 months or a year ago which is what some of the above responses are referring to. SOE has made EQ2 an incredibly fun game now, along with it's great pvp. The classes are pretty balanced with some better than others in certain situations while worse in other situations.
AC although I never really liked the heavy reliance on magic, it has had some very fun and involved pvp. And as long as ya had magic it was mostly balanced...
DAoC to me still has some of the most well operated pvp. Some classes are imbalanced, but Mythic still manages to keep them in much better shape than Blizzard with WoW does, which is a little curious given how many classes and specs there are in comparison...
WoW I just don't think has much to say for pvp. That which it does have is way too simple and relatively imbalanced.
I kinda like GW's pvp. They did pretty good with the group tactics and such, didn't feel quite as large scale or as epic as DAoC or Planetside though.
Just my personal preference, but I would vote Planetside for best pvp. The game entirely centers around fighting one another and they handle it well. In all the time I have played that game I have never gotten tired of it, might have to do with my love of tactical shooters though...
Keep battles and sieges, along with Darkness falls dungeon. You also have the PVP servers with open world PVP as well. But being the fact that there are 3 factions sieging over 60 somthing keeps and towers it can get really fun. That and Relic raids are a blast too.
---------------------- Played (In order of favorite first to least): DAOC, EQ2, EVE, WOW, Vanguard, AC2, City of __, Guild Wars, LOTRO, EQ, Sword of New World, FFXI, Lineage 2, Second Life, DDO, Anarchy Online, RF Online, Archlord, Uru, Ragnarok Online, Shadowbane, Planetside, Auto Assault, Ryzom, Matrix Online, Horizons, Entropia, Sims, Runescape, Lineage 1, AC1, Dungeon Runners
DAoC and GW are not really designed to be PvP, the are designed to be either RvR (DAoC) or GvG (a la, GuildWars, as the title implies). Shadowbane is PvP and completely brutal. What other game do you have to be 100 percent on your toes at all times to watch for theives who can pick pocket anything in your inventory and disappear before you even know anything is missing. This is the only game that I played where PvP ACTUALLY meant something. There was a "care bear" area for charachters that were level 20 and below, but once you reached level 20, you either left the island or you killed level 20 mobs for the rest of your career. Once you leave the island, you are fair game for the rest of your charachters life. So, once you hit the main land, you look for a guild and you do it quick, as it is your best chance for survival. Even that is not a guarantee for life, as there is nothing to keep people out of your territories except for other players in your guild and your city guards (who stay in your city, so they don't patrol out in the woods or anything where you are hunting). The point of the game is for your guild to control the world, so your are constantly at war with other guilds. It's just freaking hard core.Of course, PvP being that in depth is extraordinarilly time consuming.
Asheron's Call had some awesome PvP, as well. You could actually particpate in PvP 2 different ways. They had a completely PvP server (Darktide) where it was a FFA. There was no real point to it, but it was just fun. Someone mentioned earlier that you had to have Magic to be any good, which is pretty true, but EVERYONE had magic in that game. I was playing an archer who had 3 out of the 4 schools of magic (Blooddrinker 6 on your 113 yumi and on your Greater AP Arrows did a lot of damage. Of course, it was just 1 shot, but it was a good shot! ) One of the best things about AC was the way they allowed you to create your charachters. You could have any skill you wanted in the game. You only had a certain number of points to spend, but that was the only restriction. The other form of PvP they had in the game was on the "Care-bear" servers, where you could turn yourself in to a PvP charachter and do battle with other PvP charachters. In order to become PvP, you had to do a quest, which was not too hard to complete, just hard to get to the area to do it. The quest involved you swearing allegiance to Bael'Zharon at his alter. Once that happened, you were PvP for good and would show up as a red dot on everyone's radar from now on. The only way to become non-PvP again was to complete another quest, which first involved not killing any players for a set amount of time (I believe it was 2 hours, but can't remember) and then going to the altar of Asheron and swearing allegiance to him. It was pretty freakin awesome. Man, I miss that game. I know it is still out there, but it's like they say, "You can never go home again."
Ac1 Darktide used to be the best MMO PvP expierience out there but AC1 is now simply too old to play. Players are so high level you would need to get into a really good guild which is very hard in and of itself and dedicate some time to advancing your character. Not to mention DT's playerbase is so tightly knit (yet still hostile) they actually post video blogs dissing each other. Seriously, go on youtube and search "Darktide".
DAOC has the best organized side vs side PvP. Anyone who says WoW has the best PvP is delusional IMHO. Shadowbane also has awsome PvP but the drawback is that you need to get involved into a guild or you really cant play.
Aside from that I wouldnt know of any other games.
There is no greatest pvp mmo just like there is no greatest drummer in the world. There are many great pvp mmos and there are many great drummers.
It really depends on what your taste is and what aspects of a mmo are great or game breaking for you.
For me
AC NO.... bunny hopping of WoW x 500 pvp is unorganized and random Server population low
Shadowbane NO My first mmo that I still carry a soft spot for but the clunky reaction time of the game, bad movement, trash talking, unbalanced nature, and the random unorganized pvp are all game breakers for me. Oh and I forgot, HACKING.
EvE havent played it From what I know love it or hate it kind of game. Im not a fan of space.
EQ2 Didnt play it to its potential. From what I saw it looked like it could have some great pvp but from what Ive been told by full time players is that there is no organized pvp, no arenas, no RvR type areas, no battlegrounds No Ty.
My biggest vote goes for DAOC and Wow and not surprisingly Im most looking forward to Warhammer.
RvR and battlegrounds of DAOC are a whole lot of fun. Group play is essential in pvp and there are layers of pvp in daoc with stealthers being able to see other stealthers and either protect the softies (casters/healers) or go after softies.
WoW Very smooth fluid and fun. Its easy to get on and less than five minutes later being fighting in battlegrounds, arenas or even ganking in pvp.
Now dont get me wrong, there are things about WoW and DAOC that I hate but personally there not game breaking for me.
Lineage 2 its the only game on the market really that is made for large scale pvp. Castle sieges are insane with 500+ people at the sieges every weekend. The pk and open pvp system is also a lot of fun. If we are just talking pvp and nothing else then Lineage 2 is in a field of its on as far as pvp games go (Its what the game was made for).
Best RvR game...
DOAC by far still no game to match that RvR.
Best FPS MMO...
Planteside no explaination needed
Best Instance pvp game...
GW
P.S. Im sorry but EQ2? WoW? I understand vote for the game you are playing and all but come on lol...
PvP and MvM are a nice aspect of Tales of Pirates, and it is definitely skill based. There is a new city Chaos Argent, where you play a sort of 'King of the Hill" and the last five survivors can get special powers added to special armor only found there. All mazes are laced with the finest treasures, toughest monsters, and players killing each other to get them, lol. Guild wars are also a lot of fun, especially if you are in one of the top pirate guilds.

ultima online , seems like its the only one thats really skill based
my vote is without doubt going to GuildWars

I'd have to say that the mmo with the best pvp is Diablo 2.

DAOC for me
