CoV is NOT good in either sense of the word. The game is far more fun to play on the Hero side.
The Villain zones are poorly designed, and the content over there is just not that great. And possibly the worst part is that nothing you are asked to do over there feels particularly evil. You rob a bank once every five levels, oooooh. Other than that, you probably spend more time doing things that actually maintain law and order, such as it is in the Rogue Isles. You are definitely asked to be fairly selfless and helpful more often than not.
The only thing CoV has to its credit is that the Strike Forces are better than most of the Heroes' Task Forces. (These are long, multi-mission story arcs that require teams to complete.) But good luck finding other villains who will run a Strike Force with you.
This is not just my opinion, by the way. The zones on the Villain side are usually very underpopulated, whereas the Hero side is full of players. It wouldn't be that way if playing over there were actually fun.

They're both 'good', try them both to have the better experience...
If you mean "good" as in the opposite of evil, then CoH (City of Heroes) is good. CoV (City of Villains) is evil.
If you mean "good" as in a quality game, then they're both good. Get the Good Vs. Evil edition, and play them both.
