Freedom. Virtue is also close, and preferable if you like to RP.
When you log in, the server you were in last is at the top, but after that they are sorted in order of population.

A word of warning though. There are MANY less villains than heroes on Virtue. I'm talking about a ratio of nearly 3-1. I'm not sure how the ratios are on other servers as I only play on Virtue but thought I would throw my 2 cents in in case you were making a villain.
That being said, if you like to RP I would still recommend Virtue and we have a decent size community that is helpful to new players.
