Ehhh, I voted yes. Reason is that, from what I read, there is going to combinations of skills and spell weaving. Doesn't such action similar to these require skill, I'd hope so. I don't want to see people's head being chopped off with the extreamly hard combination of spacebar.
I have voted 'yes': in my online time I have experienced too much cheating and boting with 3rd party programs, in my opinion script/macro all you can inside the game but stay there within the limits set by game creators.
What about keyboards that can record macros such as G15 keyboards?
Are those considered cheating too because it's sure sounds like users of those keyboards will have an advantage in AOC when you look at the combatsystem.

The devs use the G15, they support health / mana displays for your character / mount / siege weapon stats.

In that game you measured threat, had flashy buttons to show you which skill to click, and warning spams across half of your screen yelling something like: "ZOMG ITS TIME TO MOVE AWAY CAUSE BOSS IS CASTING TEH AOE SPELL"
Id like this game to require skill, and not have these programs for **** that cant figure out how to play for them selves and need 12212k programs to their job.
You couldnt go to high end raids with a guild if you said: "I know the bosses and i have the skill to play", but you had to install 3k programs to raid.

Point is proven in the fact that its directional and no auto attack, timings wont work anyway, whether capable or not programming wise. And no I didn't know you could program set times in a combat situation with the G15 thanks for pointing that out. When linking combos you still have to face the person.
As for my AoC knowledge I feel Im pretty clued up on it based on hands on experience.
I'll almost guarantee im more informed than most people too, comparing to Wiki is a joke mate.

There will be guilds who will enforce players to use XYZ add-on because they are too lazy to be focused during combat..I`m ok with some macros which can help players with disabilities but no 3rd party program
