Main Servers will be PVE but there will be PVP servers. The devs have also talked about an Roleplaying server (Brad McQuaid besides co-creating EQ also was the guy that pushed for the creation of the EQ RP server Friona Vie(sp)). And there is even some talk about some kind of perma death server...
...of course its pretty early so nothing is garenteed.
I'm sure they will have a dedicated PvP server......where did you hear about the Perma-death server Justinian?...If that's true that would be very, very interesting to see in-game. Imagine the extremely low population on that server, lol.
They haven't announced any alternate rules servers. Brad has mentioned that he's a fan of alternate rules servers, and would like to entertain the idea of several different kinds. But there's nothing set in stone. It's way too far in the future yet to start committing to anything.
I would be surprised if they don't have at least one PvP server at or soon after launch. My guess is that a vast majority of the servers will be PvE only with only limited PvP such as duals, arenas, and maybe guild wars as options (much like EQ).
Sigil has said several times, I believe even in the most recent developer chat, that there will be PvP server(s) at release. They are still unsure about other types of rulesets, but there will definitely be at least one PvP server. Sigil has said that many of the developers themselves are into PvP in a big way.
They are developing the PvP ruleset and mechanics separately from the PvE ruleset... so changes to one won't affect the other and both will be designed from the ground up to work and be balanced on their own.

Thats good news. I really liked the pvp-servers of EQ (though classes were really unbalaced in pvp). Smart move to make a separate rulset/system on the pvp-server(s), should make it more interesting/balanced (hopefully).
A roleplaying server would also be nice, I liked the id
