On U.S. servers used to be Argonnessen, after the merge I would have to say they are all fairly balanced. No idea on EU servers.
I recently resubbed due to complete boredom. I rolled a toon on the Argossean server or w/e it's called... and I must say, it was pretty busy during NA prime time. The game didn't hook me back in like I was hoping, but I wasn't turned off by the server population. It was easy to find groups.
