I think what he's getting at is there even such a ship as the Drake Navy Issue? I'm still a nub in EVE, but I've never heard of a DRAKE navy issue.
If by worst scam you mean, least ingenious and lacking any talent or originality, sure. But as far as actually doing damage to people or the community itself, this is less effective than a mosquito drawing blood from someone day from day.
If you really want to see some scam artists, look into the history books of the "Guiding Hand Social Club", they've made their way into many video game history books through the sheer inhumanity and cruelty of their work. Quite an interesting read.

What GHSC did there was, while well executed, nothing special. All they had was good PR. They robbed a bunch of bil from a corp. You know what, that's nothing compared to a whole alliance being expelled from their homes, which happens almost on a day to day basis.
All GHSC are is a bunch of nerds who can only 'win' by doing sneaky stuff without actually fighting for it. Bravo, wow... you're so special. Mind you, I'm not against it or a carebear (far from it actually) but lets not idolise people where it's not due.
