Actually it totally depends on which kind of plan you have for text messages, you can get the plan that gives you unlimited text messageing if you want, you know if you use it a lot.
But I don't see charging for downloads working, reason is people use the internet a lot, and unless the charge for X amount downloaded is really small where they are paying less then what they did before, some ISP is going to realize they can get more money buy using a flat rate again and getting customers from the other ISPs, which means the other ISPs will have to offer that too to remain competitive.

The phone companies, for a long time now, have been profiting massively off of charging people for using the services they provide on top of the actual cost of the service, rather than charging them for the service itself. It's completely contrary to the idea of a service.
Considering that the actual cost to the phone company or ISP for transmitting data is next to none, it's absurd to charge for it. People already pay for the cost of maintenance and staff costs (which make up the majority of cost for these companies), with profit left over to go into infrastructure upgrades (also costly). The additional fees are purely a function of greed.
By adding additional fees for the usage of the service, ISPs and phone companies can avoid having to upgrade their infrastructure (save money) to provide a better service, as usage is reduced in order to save money. At the same time, the usage that does occur results in additional profit for these companies.
This wouldn't be a problem if these companies did not have absurd monopolies over the systems required by these services to function. Unfortunately, they do. Despite the numerous companies operating in the United States that offer these services, they're all forced to use limited available systems that are generally owned by one or two companies, which means that any fees or limits imposed by those companies must be mirrored by the smaller companies in order to turn a profit. And who is going to stop them? Nobody.
The sheer size of the United States compared to other regions makes solving this problem difficult. Creating these networks is no simple task on such a large scale, and nobody really wants to spend that much money just so they can use a less profitable business model, even if it is better for the consumer (and not morally reprehensible).
Edit: Despite the claims of dropping their plans, Time Warner (and other phone/internet providers) have been chomping at the bit at attempting this sort of thing for a long time. They're not going to give up any time soon, if ever. They've tasted blood, so to speak. Tiered internet, net dis-neutrality, bandwidth caps, usage-based charges... none of these are good for the consumer (though many can be spun to sound like it) but serve to generate massive profit for these companies.
As I live in the Greensboro area and have Time Warner Internet as well as following this subject, I will comment on this.It is still on the table they are just shelving The test period for caps temporarily.They have stated they want to "inform" consumers now to get them educated for what good it will do for them to have limites on their internet usage.So the fight is still not over ,they have retreated some to try to disarm the protest groups that are scheduled in the upcoming week.They are still greed fixated.

It's bullshit, but that's capitalism at it's finest. Structure your budget and margins that depend upon all kinds of fees and misc. bullshit as padding.

They ought to rape the shit out of marketing by passing a million laws that forbid advertising prices without sales taxes included, fees, etc. Forbids advertising prices after rebate, after discount, after jerking you off, etc.
