I'm been loking into this game for quite some time and I feel as if its worth trying now. But I have some questions.
Is Perfect World "Grindy"? Are there alot of repetious quests and or raid grinds?
From what I know they have some type of ORvR: What is it like is it fun?
Is Perfect World balanced?
How does Perfect World perform?
Is there story and lore to keep you entertained?
If you could compare this game to another which would it be?
Is this the "best" f2p MMORPG to date?

1. Yes, grinding starts at around 40-50 lvl and the amount of experience you need to lvl up increases drastically (lvling from 50-60 would take like 2 weeks if you play 3-4 hours a day, and lvling 60-70 takes 5 times more.
Quests: since 1-40 lvl there are plenty of them, so you only need to do them to lvl up, but they might be rather annoying since at least half of them requiers traveling (the world is big and it takes way too much time, so I personally was bored with PW quests. But there are also some cons: questing really speeds you up with lvling and even though a quest is simply stupid because you have to kill monsters to get some materials the number of them is never higher than 20.
From what I know they have some type of ORvR: What is it like is it fun?
Yeah, it's called teritory war and it is fun accually:) But you have to be at least lvl 70 to have fun. Just watch some TW video on you tube to have a clue what you are grining for.
Is Perfect World balanced?
The PW forum is plenty of whiners who are sure thet the class they have chosen is the weakest one. So yes, it is quiet balanced:) Except wizard who... well... To play wizard it is preferable to be an expert, masochist, to have a lot of free time and money plus - be ready for some really nerve-wracking experience:D But it's not said wizard can't be competitive.
Is there story and lore to keep you entertained?
No. If you want to play PW don't even try to focus on story because it's simply stupid. It is definetly not the strong side of PW.
Is this the "best" f2p MMORPG to date?
Some says Atlantica is better, but PW is definetly on top of F2P. I tried Atlantica and I like PW much more, so for me PW is the best F2P.
But don't get me wrong - even if PW really is the best F2P I wouldn't give it more than 7/10. I have an archer at 67lvl and wizard at 54 and I don't play anymore because some repetitivnes and - above all - mindnumbing grind totaly destroys all fun and veriety I experienced till lvl 50.

1. It's grindy, but I wouldn't call it a grind-fest. In the beginning there are quite a lot of quests, and while quite a few are also grinds, they are still better than pure grinding. Later - after lvl 40/50 - it gets worse. Never the less, it's still not that bad. Imho there are still quite a few things that you can do in this game apart from grinding.
2. It is fun. Every member of a faction should know what to do. There should be some tactics applied. You would have to see it - it's simply very nice.
3. Yeah - as balanced as it can be. Still I think that archers and especially venomancers need some nerf, but it's really ok I think. I am playing a Wizard, and I have to say that I can't stand everyone saying mages are lame. True, they could use some buff, but still - they are a fun class, with ton of damage to deal & they require brain to play. You can't be bored.
4. Very small lag. Latency is only present when there are a lot of people around. Even then you can just tone the graphics down (it's easily & quickly doable using an in-game shortcut). In terms of graphics - it will work really well on most computers I think; so you don't have to worry.
5. There is some story, but you can't except something huge. Quests, on the other hand, can be quite interesting, even if they are short most of the time.

7. Definitely. I know this game may seem a grind-fest for many people. There are a LOT of features that are missing (resizing chat, making your own shortcuts etc.) & quite a few annoyances and bugs (map's dots not visible, chat text invisible, bugged skills...). Never the less, remember: this is a F2P game. What I think is great about this game that makes it better from others?
Perfect World has it's flaws, but I really think that there virtually isn't any F2P game that could beat it. Some people will like this game, some - not. In whatever group you might be, I really encourage you to try it.
I give this game a 6/10. Know that I am comparing this game to P2P (Pay To Play) MMORPGS. There are better P2P games, but among F2P there is really nothing better.

What they said, except... try it yourself up to lvl 31-32. Then decide. Install/uninstall goes fast and smooth, it will not hurt you, but if you play a free game of this quality, you might become more cautious and selective on choosing a p2p game.
note: the cash shop is not an impediment, just a distraction... don't get distracted:).
