Yeah, free as in... you can download and play it without spending a dime.
1. What is Dungeons & Dragons Online®: Eberron Unlimited™?
Dungeons & Dragons Online®: Eberron Unlimited™ (or DDO for short) is the only FREE to play premium Massively Multiplayer Online game (MMO) of its kind. Set in the vast and dangerous online world of Eberron, gamers discover hidden treasure, pummel monsters, and look to evade traps left behind by an ancient race. By leveraging the most active, most realistic combat system of any online game, DDO players deliver and feel every blow that goes into a baddie’s demise.
2. FREE? For real?
Yes, for real. DDO is free to play as long as you want without subscription and—most importantly—without your credit card digits. Just log in and start battling your way to elite status without so much as reaching for your wallet. Along the way, you’ll even earn points equal to your level of success to spend in the DDO store. It’s like we’re paying you to play!
This is an easy question to answer. DDO is hands down the most teamwork and skill oriented f2p game i have played. If you like group play then this is your game. As a side note I advise you to really spend some time looking at builds, as it is very easy to gimp your character in DDO by ignorance.

you can get a decent amount of content just from the points they give you by making different characters on different servers. I managed to get my main character to lvl cap, w/o spending any money. Also, DDO isnt dead, (what gave you that idea?!)
I think mmoprpg.com mentions DDO in the most improved game of 2009 for whatever thats worth. At any rate for the OP it wont cost anything but some time to see if DDO is a good fit.

This might have been true at one time. DDO is mostly soloable today. Unless they've changed in a month.

used to play DDO, it's no point playing without the premium membership, because ~70% of the game will be locked to you, also it's nearly dead

Unless you are one sick ass rogue who knows movement patterns and or is not fighting the undead.
Then again my psychotic ass tends to try hard-elite modes alone too often for my own good.
