Max level is 20, free quests go up to 12 but they are adding some higher level ones with the next update. Right now free players have a cap every 4 levels that they can extend by another 4 with a level sigil (drop from any chest for free players or bought in DDOStore), with the next update the level sigils are being removed from the game and free players start with the same level 20 cap as everybody else.
Free 2 play is just as fun, if save your earned Turbine Points for Adventure Packs, Classes, & Races you'll be able to play more content for free. Auction House, bank space, and other features are limited but won't effect your questing.
Loot is randomly generated with named items dropping in chests for some rare monsters and in the end rewards for quest chains.
I have a few other questions: - What is the max level? as said 20 and ppl have gotten that far without paying - How fun is it whitouth pay for it? almost as much as if you did pay, you drop the min amount in the cash shop to go premium and get extra char slots, more posts in ah and other stuff
- Are there many weapons/armours? lots of choice in this area

You can play DDO F2P or subscription-based. If you want to play DDO F2P (+DDO-store) you have to play the north-american-version:

If you want to play the EU-version (actually there are 2 servers) you have to check this site:

The european-version is subscription-based and without a store. You can play a trial and after the trial ends you can switch to a subscription.
Dont play it in europe. Unless you want to play on deserted servers and pay 15$ sub.
USA version is completely playable from europe (no latency at all) And most of EU people play there.

There's no official announcement from Codemasters (who run the game in europe) other than
they are "keen" to have F2P in europe. The Atari lawsuit is likely to be part of the stumbling block.
If you mean transfer from europe to US servers then no <-- source
In terms of latency - on europe servers I get around 50-60ms. On US it's around 100-120 ms.
Not a huge difference and only sometimes noticable. Also note the US servers are a lot more crowded
compared to Europe (which is very quiet at this time). If you are a new player then without doubt you will get
a better experience from the US version ( although some pugs may drive you insane ).
