What is the best solo class in your opinion? I realize that solo has been tweaked by SONY, but I haven't seen it yet with my level 20 character or my level 17 one.
I do very well with my monk, and when it don't go well I can usually Feign Death within a try or 2. I am sure some caster pet classes do very very well as well.

I started soloing the giants in nek with my necro at level 27. It's hard but can be done without too much trouble. The trick that I did was position myself so that a tree was blocking me from the giants sight but I could still heal my pet. Just heal until the giant runs out of power then slowly dot. Those things are pushovers when they have no power and don't even hurt the pet with their normal attacks. I did this all with app3 spells too.
Outside of that though, I don't really see any one class standing out more than others for solo. You just have to know how to play your class and get pretty creative on with you are doing. Soloing in this game is pretty hard if you wanna get anything substantial out of it, as in soloing group mobs. I saw some SK's and paly's killing the same giants I was doing back then but they were 30-31, so it probably was getitng them as much exp as I was getting. I was able to get 1% per kill and that was before they boosted the solo and small group exp.

For berserkers and guardians solo is pretty hard. My berserker does a horrible job at it, maybe that is just because I hardly do it so I dont have a good stratagie. I usually just complete my ho's over and over till its dead. Also I keep my counter attack thing on and all of my spells that increase the chance of my going berserk.

Do HO's do something besides a one time extra damage of 50ish that I am missing? My kicks do more then I see the HO's do on the screen, and the health bar changes consistently with that as well. Does it do other things I am not aware of, slows or something maybe?

Some ho's will affect you or the mob, and some just do damage. It depends on the one you are completed. The fighter ones only do damage when solo I think, up to the point I am at. They do help when you keep doing them in a battle, 50 damage here and there really will help.

Early levels priest class after that they take a huge dive in soloing.Later on it seems monk or bruisers are best for soloing.
Guardians can solo easily if they fully go defensive but its painfully slow since the fight takes forever.Totally not worth it as a guardian.
I play a ranger on EQ 2 and I am able to solo mobs about 3 levels higher than me, those are solo mobs.
EQ2 is a complex mofo. I think too complex. The casual user or the teenager will hate this game. Just an opinion.
Anyways, there is really no uber solo class. Some classes suck at it, like priests class after 20 but I saw a dirge(a priest subclass) on a horse (bought for 7p) do pretty well soloing. But I have seen crafters who never step out of the city make money and buy quest items and finish those and they can level almost to 25.
Other than Eve-online, it is the most different game out there. You just have to research it to know it.

Just a minor correction...
Dirges are a Bard sub-class.
