Allods. It's about as close to a replica as you can get without litterally copying the game piece by piece. It's "free to play" so I guess that's what you're lookin for.
No required quests! And if I decide I want to be an assassin-cartographer-dancer-pastry chef who lives only to stalk and kill interior decorators, then that's who I want to be, even if it takes me four years to max all the skills and everyone else thinks I'm freaking nuts. -Madimorga-
Runes of Magic and Allods are your best bets. However, both are heavily cash shop dependant. Therefore, if you want to be competitive, especially in a pvp environment, wow and its monthly fee is a better option.

Actually, Alganon is a closer copy of WoW. I suppose it did copy the game piece-by-piece, though.
Runes of Magic is very WoWish, with a few nice twists of its own. The 2 key differences being their equipment upgrading system (which i personally love), and the dual class system which allows you to play both classes as a primary whenever you choose while having about half of the other classes skills available at all times, and "Elite" skills which are based on your specific class combo (and which you currently have set as your primary). IMO, if the game had the same polish as WoW, but with those 2 things added into it, it would blow WoW away.
I tried RoM and Allods so far. I think Allods feel like it is really really close to WoW but looks more pretty. But it feels like it is really slow too. I didnt' play RoM that much yet but I think it is OK.
that would be the most epic greed-driven cash shop so far. Not even bill gates would be rich enough to play that "free to play" game
to the OP, if I were you I'd just play WoW, it will always be cheaper than playing a F2P game if you expect to get the same experience as in a P2P game. unless you are ok with tremendously gimped xp rates, drop rates and being wildly outgeared by high spenders, that is.

Do not play Allods, the game has gone to crap since the last patch, with 40's leaving by the droves and lowbies not able to level.

I think that baby would charge you for breathing.
