PSO never had PvP. It was meant for normal play, but added friendly fire. The idea was to make it more challenging. My guess is PSU would be similar.
There is no way to hit or hurt other players in PSU no pvp no friendly fire. Nothing its pure 100% PvE grind.

To tell you the truth I don't like PvP because high level player gets to pick on you.
