If the system would work like explained in the OP, I can think of only one reason for it. Severe lack of content.
Reducing time players can play the content will last longer. Otherwise, it would be completely retarded business decision for SE to go this direction, as most MMOs have proven beyond a reasonable doubt that a carrot works better than a stick.

Yes, this is lame but it's very typical of SE. They can do what ever they like with their game, impose death penalties and forced grouping like in FF11 or this new fatique. A shame too because I was hoping SE would finally give westerners a break. Some neat things in FF14, like the gathering and professions running the economy but those don't out weigh the bad points like the fatique and the lack of mouse support. I mean, it is a PC game..doh.
SE wants it's player base to be in it for the long haul. A lot less work for them if it takes a year or more for a player to get to level cap, they don't have to worry about constant new content to keep us interested. Again, typical SE.
I do think that they want players to level all the weapons since those are the driving force rather than a class. You hit the exp wall with a pole arm, switch to a sword and poof, you are getting exp again. Or, use the cool down time to gather and skill up your prof.
I won't be getting the game on release, that's for sure. Oh, there are enough people who will jump on it and "hope" SE changes but the changes sure would come faster if release day sales didn't make their mark.
Could they make this game any worse? Lol, now I won't even try a free trial if they ever made one.

Basically it is 15 hours of bonus XP per class per week. It is just a rested xp system with different wording and values and it is per class not per char and includes all crafting/harvesting classes.

I have to agree with this, this game is a piece of crap now.
I would understand if they made seperate servers, and allowed players to play like this if they choose to, however doing this on all servers, and making to so it takes 2 days cool down for fatigues, and all this type of stuff is annoying, and a waste of a perfectly good mmo.

The 'fatigue' system feels negative in explantion (translation) so, yes, there is going to be a massive backlash from a western audience. I think it's a difference of culture then anything else. Penalizing a western audience for playing a lot is going to piss them all off. Dictating what a western audience can do is pretty much going to do that.
So explaining it as a negative or as a 'control' is probably the exact worst SE can do. Which is why you've got all the rampant backlash hatred going on right now.
If it was basically just you get bonus experience for being logged off? I'd say cool. But, I played the beta.
I never hit the surplus xp wall, myself. But then again, I never got to class rank 14 with anything, either. I hear that's when it starts.
Still - I hope it isn't as it was described by the OP, and I sure don't hope it's how it was described by "Surplus and You", either.
If they want to help bolster casual play - then do that. Don't penalize people who rush to the end.
Honestly, they should worry less about the hardcore players then the casual ones. It's the casual gamers that pay for subscriptions over the long run. So what if someone rushes to the end and then cancels to go do something else? For every hardcore gamer there is on a server - there are ten casual ones.
If they reall want to keep casual gamers then they should get rid of raiding which is only good for people who have more time on their hands then anyone else. As most casual gamers can't spend 70 hours a week raiding for good gear.
Also if it IS like how all the 'rumors' describe it? I get the feeling they're fixing to add a item mall with items you can buy to get rid of your fatigue. It kind of reminds me of other F2P games that have item malls with bonus exp items.
In reality, it's normal XP if you pay to play and less if you don't. :P
It's just a matter of how it is "worded" as far as marketing it goes. It doesn't mean that is the reality of it.
Just depends on your perspective.
Edit: Also, it's kind of funny. If you think about it it's like saying, "We are going to penalize you for *really* liking our game and playing it a lot!" :P

It's why it's a "BETA" build. They're still working on and tuning all the systems so that they function best for the majority of the player base.
