PvP status of the game? (EU)

in Runes of Magic

I played ROM for a month a year ago and at that time i remember there were many issues about PvP (unballanced-bugs).

How is the situation now?

    Amm it's about pay to win.

    is it about Pay to Win monthly(have to sustain your toon with contant purchases?)

    Or do you have to reach a point where you'll have to spend a couple of hundred bucks and then you are powerful enought to pvp?

    At least is it balanced?(amongst  the paying players?)

    Is it fun? Does it have a purpose or do you gain points that can be used for anything?
